Off-line simulation refers to the technique of running models in a purely stand-alone format, not connected to any hardware and normally not run in Real-Time.

For some development and testing applications this is simply the first stage when ideas are formulated and checked out in a relatively simple format before connecting to real hardware or other software systems.  

For other users off-line simulation packages

 

such as the CarSim, TruckSim and BikeSim vehicle dynamics simulation software are highly productive tools in their own right.
